If the tech look under the car, they are glancing to make sure that there are cats on the car. I heard that in the next couple of years they are going to check your smog via the OBDII port. Meaning they are going to be looking for codes. So the sniffer test.
So as far as getting the down pipes with the cats. I would just get them. The smog tech's aren't going to even notice.
