New turbo question

Here's something that just seems weird to me. If I'm doing WOT pulls my boost is usually around 11.75 to maybe 12.25 lbs.  but if I give just a little part throttle goose, every now and then I'll rack up something over 13 lbs.  Today was a particularly modest goose and I couldn't believe I registered a lovely 13.7 lbs. I felt like framing that reading. I know there must be a logical explanation but I sure don't have it.

Under load when lugging the engine you will see the highest boost.  Once at WOT the wastegate will bleed off excess back pressure to keep from over spinning the turbo.

My truck can see 38 lbs when lugged,  but at WOT I see 28-30.
