One the newer Tauri and Flex's the big plastic undertray is it all one piece and have to be removed to change oil.  I just changed oil and filter in wife's 2011 Fusion and thought I had to remove the whole piece, but was surprised they had to access panels.  WOW someone at FORD was actually thinking.

Can't speak for flex, but you will need to remove for Taurus. Not a big deal, 2 screws and 2 clips. I really don't understand why people complain about it. My moms Infiniti has a belly pan with like 20 screws.

If you are referring to the Infiniti, yes. Needless to say, my Dad only did it once.

I don't like mine because it covers the front frame in the center where I want to jack at.  So I have to take the cover off BEFORE jacking up the front.
