Front suspension shake

Ive had my MKS since 69k miles. It went through ford's original check and has a ford extended warranty.

when I got it, it I immediately changed the front brakes and it seemed to help it a lot but even just cruising down the highway not on the brakes, it always has a shimmy/shudder in the steering wheel. It doest get worse when braking.

The brakes on it now are about 9k miles and ~6 months old.

I'm really just tired of it and was curious if there was something I was missing.
 
Might need to have the EPAS sensors and wheel/ABS sensors checked for rust/corrosion.  Tie rods/end links are/were a common malady on the SHOs, I imagine possibly the same on the MKS.  Finally, the suspension setup is a bit different on the MKS (adjustable).  That might have some contribution to the problem.

Are there any codes set in the PCM?
 
Have you had the wheels balanced or know if they are?
How's the alignment?
Have you checked suspension bushings and tie rod ends?
 
Agree with 66Galaxie,could be a bent rim causing your issue,did you try swapping/rotating the wheels,hows the condition of your tires?  Z
