Since i cant find anything much on the interwebs and apparently cant find it on here with the search function. Does anyone know the back spacing on stock 20" snowflakes 2013? My new wheels are 6.299" and are tucked in quite a bit. They are 8.5" wide with +40 offset so backspacing is the only thing that may be the issue.

That is literally 1/2 of a mm. I am going to guess that there was a thicker spot in paint, a spec of dust, a slightly out of calibration measuring device, poor tolerance on the measuring device, not perfectly parallel surface or any other number of slight variances.
You are also only looking at a difference of 1/4" or 7mm for backspacing difference. Being that the offset is only 1mm different, your wheel should be 1/4" wider in both directions with a 1mm bias towards the center of the vehicle. I'm going to guess that based off that, there is another reason they are "tucked in quite a bit".

By going with a wider rim, your tire sidewalls are probably flexing out slightly and drawing the tread in towards the tire a little (\_/ vs l_l ). Combine that with the very slight change in wheel orientation and maybe that is enough for you to notice. You could step up a size or two in tires to help fill it out (and give you a bigger contact patch). Look at the tire specs for the desired tire and you can compare it to the stock application. There are lots of comparison calculators online. Most tire specs will also give you a max and min rim width and a recommended. Personally, I tend to stick towards the minimum end. This gives the tire a little bit bigger look.
