CARB vs EPA vs OBD-OB certified?

So I had an SCT tuner look at my strategy on my 2016 SHO...

Apparently the strategy is neither CARB certified nor EPA certified. But it is listed as option “3” which is just “OBD-OB”...

The tuner said he has never seen that before but is going to make some inquires... anyone on here know anything about this?
