Suggestions for Upgrading a 2013 MKS

I could use some advice from my fellow EBPF friends.

I just got back from another trip in my, new to me, 2013 MKS and my original thought is confirmed...the brakes suck!  The brakes make grinding/pulsating sounds (no vibration) while not stopping well. 

All of this needs to be prefaced by the fact that I live in the mountains.  Just tonight I was going around a tight, steep downhill section and came around a sharp turn at 45ish to find a Harley on its side in the middle of the road.  Stopping this 4400 car loaded with luggage and family while going downhill with the brakes already well heated was not fun.  My old CV Police car wouldn't have cared.  The MKS groaned in pain and came to a slow stop.  In other words, I do not live in an area where I can always be gentle and my needs can't be predicted ahead of time.  Well....not with the way I choose to drive.

The car has 29,000 miles now and there's no telling how the brakes were treated by the previous owner.  They look fine, but do not perform well at all.  The vehicle history shows the rotors have been turned twice, but no pads installed.  Regardless, I need a serious upgrade and would like to improve them beyond however they performed when new to give myself additional margin.  Sadly, the Wilwood's are not in my budget.

So, here's the question...how about this for a front brake package...

Those should be the PP calipers, Raybestos Police spec pads, and StopTech slotted rotors.

Does that make sense?  Is there anything else that I would need?  I do not want drilled rotors for longevity reasons, but have had good luck with slotted in the past.  Are they worth the money for this application or should I save some money and go with the Raybestos Police spec non-slotted/drilled rotors?  Can I spend less and still have an upgrade worth doing?  All thoughts welcome.  I appreciate any/all advise.

Timbo's setup is:
Parts (All motorcraft except rotors and pads)
Calipers: BRCF208/BRCF209
Caliper Brackets: BRBC28/BRBC29
Rotors: Raybestos 680982
Pads: Raybestos EHT1611H
Hoses:  BRHF129/BRHF64
Brake fluid: enough for the entire system if you would like
 
Thanks for the links.  I had checked those already and gathered that this should be a simple upgrade for a 13+.  I don't know if it matters, but the pads listed above, EHT1611H, say they are for the non-PP cars on Rock Auto.

Best I can tell, I won't need the caliper brackets since those are the same ones listed for my car.  Probably only needed if upgrading a 2010-12.
 
I am reading good things about the Bendix Police brake pads, but can't find them listed for a SHO.  Anyone know what part number would work for a '13+ SHO with PP?

I see two part numbers listed for a 2013 Police Interceptor Sedan.  PBD1611A and PBD1611B.  Anyone know if either of those would work?  I don't see either listed for use on an SHO on Rock Auto or Bendix.com.

 
Parts on the PP and PI tend to be the same, so I would expect the Bendix PI pads to fit.  Never seen a caliper pulled off a 2013+ PI, so cant be certain.

This image is probably the non-PP pad?

PP is usually identified as "w/ Painted Caliper" so I'd go with the 1611B pad.
