It never ceases to amaze me, even after two decades of being in my line of work, how often people choose
NOT to get involved, when it comes to witnessing, reporting, or intervening when it comes to any type observed criminal behavior.
In fact it's so rare, that when I do come across a 3rd / neutral party in any incident I'm thrust into, I make it a point to obtain their info (& statements) 1st, even before a victim in most cases, & do my best to cut them loose as a courtesy, because I am so appreciative of the voluntary involvement, which more often than not, proves so incredibly crucial down the road.
I also instill this same philosophy into any recruits I happen to train.
I guess it takes a lot nowadays for someone to be compelled enough to witness (anything) and stick around to report their observations and/or actions.
I implore any of you reading the OP's post, to step up in your own ways, in your own areas, to get involved when it comes to observing inappropriate / criminal behavior.
