OK:

So after the New ECU (used w warranty from LKQ , Cheap like 125.00) and the
Flash from the Dealer (not SO Cheap)...

The Car is showing 10 MPH Higher at all Speeds above 25..

So 30 is 20 Actual,  100 is 90 Actual VIA GPS... I felt it was off when i was driving it.
called the Stealer Dealer, and they said some crap about tire Size, and did we change the
rims (it Came with 20's) so we are lost....any suggestions from the Group....???

So the #1 question is when you turn it on and it does the gauge sweep... where doe the mph needle site at idle?

I'm not at all trying to be smart, but have  you just double checked that you have it to miles per hour and not kilometers per hour?

OK:

Gauge sweep goes from 0 to 140, AND ends up back @ 0

Set to Miles per Hour, otherwise the Difference would be MUCH greater

How about the rear end ratio, PP versus Non PP....?  IN THE ECU...?

Stump the band..this is a brain buster...

maybe not,  (20 X 1.05) = 21mph X 1.125 = 23mph-ish.  He is reporting 10mph diffs.  It has to be the speed sensor?  Do the sho's have a speed sensor?  wrong voltage back up to the ecu/cluster ?  missing filter or resistor issue ?

If Ford installed it they should fix it for free.

Does your tuning device show the correct speed?  If so the ICP may need to be recalibrated.

tuning Device is Back at SCT getting unlocked due to the ECU lockup,
and when we get it back, we will investigate that

HOOKED UP TO SCANNER: Car is recording actual mileage internally, but Speedo is off,

Did some resets to see if it comes up correct... will be GPS in later today...

The PCM calculates the vehicle speed from the transaxle Output Shaft Speed (OSS) sensor input and from the tire size and axle ratio configuration in the PCM Vehicle Identification (VID) block. The PCM provides the Instrument Panel Cluster (IPC) with the vehicle speed data over the High Speed Controller Area Network (HS-CAN) bus. The IPC monitors the vehicle speed input and commands the speedometer with a corresponding movement of the pointer.

                                  78          90
                                  88        100

WE will be getting the SCT tuner back tomorrow.....

So not a fixed mph lag.  About 12% off.  This the GPS on your phone? Ford's GPS is known to need recalibration sometimes.

All in all i say the IPC needs recalibration.

I did an IDS session for a 2010 Taurus SHO and there are programmable settings for Tire Size and Gear Ratio for the PCM.  I would check those to make sure they are correct for your vehicle and still not set at the donor vehicle.

By ECU you do mean PCM correct?

Def make sure the tire/speed related settings available in iDS match your vehicle then and not the donor.  Calibration of the IPC firmware isn't going to fix a mismatch for that.
